American Foreign Environmental Policy and the Power of the State

The author presents an argument for the continued relevance of the state to our understanding of international relations, concluding that, in the area of foreign environmental policy in particular, claims for the diminishing domestic-international divide, and the erosion of soverignty, have been overstated.
